Swedish Code of Statutes SFS 1997:30 Published in Swedish on February 4, 1997 Ordinance on overview of government agencies' information systems in preparation for the year 2000; issued on January 16, 1997. The Government prescribes the following. Section 1 This Ordinance applies to agencies under the Government. Section 2 The agencies shall analyse which technical adjustments are required in preparation for the year 2000 in the information systems that are of substantial importance to their own or other agencies' activities. Each agency that exercises supervision shall also give an account of its assessment of the work of adjustment within its own sphere of supervision. Each agency immediately subject to the Government shall be responsible for carrying out an overall analysis of subordinate agencies. Section 3 In conjunction with its analysis, each agency shall draw up a plan for the requisite adjustment. Section 4 The agencies shall report to Statskontoret (the Swedish Agency for Administrative Development) in writing by May 31, 1997 at the latest, on the results of their analyses and the adjustment carried out or planned on account of their analyses. Section 5 Statskontoret shall assist the agencies' work of analysis and adjustment by providing guidance and methodological support. Statskontoret shall submit to the Government an overall assessment of the adjustment work by September 15, 1997 at the latest, and thereafter issue biannual follow- up reports. Statskontoret may request additional analyses and plans from the agencies as documentation for their follow- up work. This Ordinance enters into force on February 15, 1997 and applies until the end of 1999. On behalf of the Government, ERIC SBRINK Nils Dexe (Ministry of Finance) Comments on SFS 1997:30 It is interesting to note the similarities between this ordinance and David Atkinson's private members bill - Companies (Millenium Computer Compliance) Bill. Like the bill, this ordinance neatly avoids the difficult problems of defining compliance and prescribing sanctions. The ordinance has a beautiful simplicity and yet I believe it will be highly effective. I recommend that legislators in other countries examine this ordinance.
