How did people react to this statement?

Badly.

Alvin Toffler hit the nail on the head with his book "Future Shock".

I can now even posit a specific time fence. Anything calling for specific action now but which will only occur ten to fifteen years in the Future is totally unacceptable to the human Mind.

This phenomenon must be known to planners and designers of long term projects. NASA must know all about this. There must be techniques that can be applied. I would dearly love to know what they are.
